Try a pool liner repair kit that is specially made to work on a surface that is wet/underwater.
There are a lot of different ones out there, but you can try:

Just be sure that if a patch is used, that it is either clear or white, that way, it won't absorb the sun in that area and melt you ice!
You can try a pool supply store, or just do a search for 'underwater pool repair' and you can find tons of products!
